Why Is Conor McGregor vs. Donald Cerrone at 170 Pounds? | Luke Thomas

At UFC 246 Conor McGregor will face Donald 'Cowboy' Cerrone in the main event, but it will be a welterweight bout, not lightweight. Both fighters have spent time in both weight classes, especially Cerrone, but the choice is still curious.
McGregor has only fought at welterweight twice, both times against Nate Diaz. He's also a former lightweight champion. Cerrone has many fights in that division, but more recently had returned to lightweight.
So, why would this bout be at a weight class above what most observers would have anticipated? While the obvious answer is McGregor is giving himself career options, e.g. a fight with Jorge Masvidal or perhaps Georges St-Pierre (GSP), there's still more to the story.
